It's a Bombardier-made unpowered cab car, based on the German DBpbzfa 766, but with part of the upper and bottom passenger compartments removed to make space for a powerful generator for the Air Condition units, as of today these double-decker coaches are Israel Railways' most used passenger coaches. They are usually Push/Pulled by either an Alstom Prima JT24BW (class 760) similar to the British class 67, or a Vossloh Euro 4000 (class 1400 - the one in the picture). Apparently it's a test run of a newly-built railway extension from Tel-Aviv to Karmiel in Galilee (wich has a large population of israeli arabs). 1 Link to comment
