The video description  translation reads:

I found the web site for this layout.  There are separate HO and N scale layouts. House rules include no shoes (exchange shoes for slippers on entry) not surprising for a Japanese place, and no smoking.  The layout is located in a hobby shop on the upper floor of a store very close to JR Hikone Station west exit.

 

The N scale layout has 8 ground lines, 2 first elevated lines, 2 second elevated lines, 2 freight lines and 2 local lines.  The freight line accommodates 24 koki and the two elevated lines and the ground lines accommodate 16 car Shinkansen trains.  Longest run is 49 meters.

That would be a Series 100 Grand Hikari.

Umm..... Your first link is the Microace X1 set <> Grand Hikari. The 2nd link is a Grand Hikari. And to answer the lquestion, it is not a Grand Hikari. It's the Tomix Limited release Shinkansen 100 series "last run" to commemorate the last run of the 100 series. It is a "G" set I believe...
