In the Japan Railway Journal episode about overseas second-hand exports of old JR stock, speaking of Myammar railways, the presenter said "to make clear that the trains are japanese-built, all the original japanese signs are left in place". I think it's more because they barely had enough money to purchase the units, so they didn't bothered to repaint all of them.
