Toden Arakawa 8800 and 8900 and the rider vote of 2008

In January 2008 Toei solicited the public's input on a new tram design.  The public was offered three designs and the results were announced February 28, 2008.

Two of these designs are now known as 8800s and 8900s. The 8800s were delivered in 2009-2010 and the 8900s in 2015-2016.  The results were:

 

#1 (8800)  642 votes 51%

#2 (not built)  288 votes 23%

#3 (8900)  333 votes 26%

I've noticed it usually takes 5 years for Modemo to release these cars.  Why??    9001 delivered in 2007 appeared as NT127 in July 2012. 9002 delivered in 2009 appeared as NT138 in April 2013. The 8800s delivered in 2009-2010 were released in September and December 2015. :help:
