I believe they built the DF200 specifically for Hokkaido because only a very small fraction of the rail lines on Hokkaido are electrified at 20 KV AC. I believe freight trains swap locomotives at Goryōkaku Freight Station for EH800 locomotives for the trip south through the Seikan Tunnel, then swap locomotives again a the Aomori Freight Terminal before the freight train moves south through Honshu.

Will be spending a couple of nights at Tomakomai in September.  According to the freight timetable there are three trip worokings a day from the freight yard north of town to the paper mill near the station.
