It looks like a home made digitrax loconet copy, just proprietary and unsupported by everyone else and lacks any kind of dcc support. (looks like something i would hack together in a week if i have to) At least it's a nice old system with support for a pc with a serial port and can even run on modern systems like windows xp. Imho this technology was cutting edge in the 90ies and still can be used, but an arduino with a few i/o shields will get you further for less.
