It's not a big a task as you'd think, since most companies don't have dedicated rolling stock for this purpose. This wikipedia page lists most, if not all, of the dedicated inspection vehicles: https://ja.wikipedia.org/wiki/%E8%A9%A6%E9%A8%93%E8%BB%8A If a company is not listed, it usually has rolling stock with inspection equipment temporarily on board (like some new Keikyū N1000 series can do), performing late evening inspection runs. Some companies don't have any inspection trains or trains that are able to be equipped with this kind of fancy stuff and do everything on foot or by means of a trolley.

In case of the dedicated JR inspection trains, these can also sometimes be found on private and 3rd sector railways, which have a good relation with that particular JR company, have agreements on this, and/or are ex-JNR/JR lines that have similar maintenance/quality requirements. The same goes for private railway rolling stock that can continue on through tracks, like the Tōkyū 7500 (TOQ i) that can also be seen on the Yokohama Minato Mirai 21 network (Kodomonokuni line and Minato Mirai line).

Actually, the correct designation of inspection cars owned by Tokyu, Keio and Keikyu would be DeYa (デヤ)...
