A very very small one. All of these 'Pla-Series' from World Kogei are motorised. ;)

Yeah even the prohobby and tsugawa mechs are too big. Almost would need to be the kato portrams truck, but would need to remove the Sade frames. Also need to make the rubber wheels powered so those would be the mech wheels. Getting enough weight to pulls some cars might also be tough along with good track pickup. Would be a challenge!

 

How about a non powered version and a powered freight car behind it?

This is probably the smallest N scale motorised thing I'm aware of:

I have one, it runs surprisingly well but doesn't tolerate dirty track for obvious reasons. They used to make KoF II and III shunting tractors which I presume had a closely related mechanism.

 

One of those models which is too cute to want to swipe the motor and fit it to something else, there's also no way I could replace it for the (very low) price I paid for it. Hornby had just bought Arnold at the time, and there were some insane deals doing the rounds like DB coaches for £3 each. Think the Tm 2/2 was about £40!

But the vertical motors are a problem.

 

But as Toni pointed out the little world kogei shunted would probably be the best option as the mech has the motor horizontal and buried down in the truck like the kato portrams do. I have this model and the mech is tiny, I need to test run it to see how it runs though as the tiny guys hate frogs!
