Here let me try with my basic Japanese (Could be wrong though):

 

Something to do with for high skilled persons, or high interest persons:

 

Antenna is for the 605 car, there are 2 antennas, one is for using and one is for reserved spare.  

 

I think that is around there be I could be wrong...  :)

Makes sense.  It does come with 2 antennas.  And you would put it on the lower number car.  All the other Keihan 600s only came with 1 though.  Even the 700 released at the same time only came with 1.  I wonder why this specific version comes with a spare?  Weird!  And thanks.

Yep. It says even though it comes with two antenna parts, you only need to attach an antenna to the roof of car 605.

 

This paper is obviously included to warn you as to not install both antennas. I guess they included spare parts this time because people were breaking or losing them, or something.
