Perhaps they introduced the product to cater to specific customer needs, no?  The Kii Peninsula is a world heritage site, and has seen growth in foreign visitor numbers.  With the proliferation of LCC airlines, there may be more tourists flying into Chubu Intl Airport, for short holidays under a week, especially from Asian origin points.

I wonder is Kintetsu offering a similar pass, especially their train service is much more prominent in the Kii Peninsula than JR Central.

Sacto, I think Kintetsu had the first of the 50000 series sets in service for the rebuilding of the halls and bridge at Ise Grand Shrine.  That was their marketing effort.  No discount involved

Had I planned for kansai this year, I would gladly welcome said pass. However it will be nice to use next year.
