Privatization of... Indian National Railways?

Well, not privatization, according to this interesting BBC article, but reform. I don't know the first thing about Indian politics, was Modi elected on a reform platform? Anyway, it seems a report was written, which did in fact recommend privatization, but the PM has promised not to do that.  Apparently its recommendation is after the British model of separate owners for track and train, rather than the Japanese style of regional organization.

The separate owners for tracks and trains is only good for maximising profits for the private train operators while reducing any income towards the state owned track maintenance company to zero. Imho if it's a reform, then either all government owned or all privatized with government mandated maximal prices and minimal services. (the latter usually means no sane investor would take it) If a government with good business managers can't run something with profit, then a private company with the same managers couldn't do it either. Every other construction is only good to hide where and how the public money is stolen.
