From the folks that gave us the terms "light rail" and "heavy rail", now comes "high performance rail"*:

Also note the fondness for acronyms and all caps designations (i.e NHPRS- no Mabel,  it's not Obamacare)...being gubbermint and all.

 

*actually I find this appropriate, being the exisiting system is largely low performance...
