I have the 10-1132 only. From what I found out ( and I read a lot in this forum for the last weeks), its a matter of taste. Some prefer Kato and others Tomix. In the end it doesn't matter wich one you get. The quality on both is great, so its your decision. I got the 10-1132 because its a anniversary edition, and I just started a couple of month ago. I'm planing on getting the 10-1133 set early next year. If I had to decide now, I still would take the 10-1132 , 10-1133 set because its a anniversary edition, and it looks cool. So whatever is your preference, go with it.

I have the 10-1132 and am happy with it (though my standards aren't all that exacting ;) ). The Tomix version does look better but more expensive; if it's likte the Tomix 100 series (which I do have) it has all-wheel pickup and better simulation of the connection between cars (flexible plates on the ends of each car which press up against the next car to close the gap).

I own Kato 10-453.  I don't have any complaints about the Kato's running characteristics or fit and finish; I do, however, prefer the Tomix model's coupling system, which does not leave a gap between the cars.  If you want a good train for a relatively low price, buy the Kato. If you want a slightly more prototypical train with more features at a somewhat higher price, buy the Tomix. 

 

Packaging aside, the actual train cars in 10-453 are not different from the ones in the newer 10-1132/1133. 

 

Mandarake has both Tomix and Kato 0系 in stock right now for low prices.  They are used but seem to be in very good shape.
