world craft JNR Kumoya trains

world craft has some brass models coming out of JRN Kumoyaa 22001 Test Container Car & distribution cars, Kumoru 23050 & 23001 II Supply Trains. not cheap at $350 for the assembled 22001 and $120 for the unassembled 23001 and 23050, but something that looks like it could easily be  kitbashed.

 

does anyone know what these cargo cars were used for? i assume as an open cargo then container car to go into a regular passenger consist or were they also independent cars?
