They do this a lot. No where to spin engines around a Yokogawa. They the trains always have an engine at each end.

 

DD51-842, DD51-895, EF65-536, C61-20 and a few others the used.

Thanks for the info Bill.  I wonder how its condition compares to closely number units that went to JR Freight after JNR.  Based on the Japanese Wikipedia page about the EF64 (source of chart below), JRF and JR East got all the 1000 subseries units.
