In all honesty, this does sound like the phrase "Give a man a fish/squid and you feed him for a day, teach a man to fish and you feed him for a lifetime"; however in this case the proverbial guy only receives a fishing rod with neither knowledge of how to use it nor any efficient means of getting to the nearest body of water...

It actually does seem like a pretty good investment.  There must be a sufficient number of squid otaku who will be drawn to the pilgrimage.
