Yes sprinklers to melt snow on the tracks and help ice from then forming on the trains as well due to snow getting on the trains undersides from tracks.

That system of sprinklers to melt the ice on the tracks was developed to a very high level on the Jōetsu and Tōhoku Shinkansen lines when they opened in 1982.
