Place I discovered this weekend. Located directly above the Keikyu Daishi Line terminus, it also offers views of the Keikyu main line, particularly the down local platform, and in the distance, the pocket track used by local trains terminating at Keikyu Kawasaki.

location: Tullys, Keikyu Wing Bldg, 4F

This topic speaks to me :).  Another location would be this cafe at Shibasaki on the Keio Line: http://g.co/maps/4ctsj .  It's a local stop, counting both directions a minimum of 12 trains an hour stop there midday.  During weekday rush significantly more pass/stop, a total of 73 (both directions) during the 7 and 8 o'clock hours, if I'm counting correctly.

We had a thread while ago http://www.jnsforum.com/community/topic/5759-new-softbank-mobile-cm-rolling-stock-cameo/ where I included a link to a thread on Ompuchaneru, there was a picture from inside that cafe.  It seemed like a decent view.  Unfortunately that board doesn't retain post very long anymore.

Nice! Too bad Tullys coffee tastes like it has been reused at least a thousand times and would only be viable to be used as an ant repellant in the garden.

Nowadays the Daishi line sees a bigger variety of rolling stock, other than the N1000 and 1500 Series. Recently the 2000 and 600 have been spotted as well, so that might be a good distraction from the coffee.

Aha, though you'd have to make sure you got the seat at the one window overlooking the line.

I go to these kind of places to rent the seating and (sometimes) power for a couple of hundred yen, they throw in some kind of free drink too.

FWIW this Freshness Burger branch near Yurakucho station has some reasonable views over the railway from a few of the seats.

In the other direction, the Tokyo Kotsu Kaikan has excellent panaromic views of the area between Tokyo Station and Yurakucho from its revolving rooftop restaurant, but it's a bit expensive.

I pretty much find these places by looking out the window of the train, rather than actually searching for them on the 'net.  I try to take a mental note of the location ("I gotta go to that place next time..."). This time, though, I actually got off the train and went up.

It's ok as far as tank-brewed institutional drip coffee goes, better than the undrinkable stuff Starbucks puts out- which may be why most customers there seem to be drinking those frappucino thingies rather than real coffee.
