Umekoji Steam Locomotive Museum

I am likely to be travelling to Kyoto in December 2015.  I understand that the museum is undergoing significant reconfiguration to include more modern rollingstock.  Will the roundhouse and the collection it houses still be accessible at that time?

So Umekoji is closed - any suggestions on another Museum that I could see with an emphasis on JNR steam?  I am going to Sapporo, Tokyo, Nagoya (and visiting the modern railway museum there), Kyoto before flying out of Osaka (Kansai).

*I also like the Usui Pass Railway Heritage Museum, but its collection is weighted more to electric locomotives and passenger coaches. There is a D51 there with the "slug" skyline casing.
