Is this the case, or do they have some more formal meaning that I'm not seeing?

It's not formal, but considering they will be standing after a passing train (they are outside of the loading gauge), that's a good place to stand between when caught on the tracks by multiple trains.

Love the little MOW truck! Hate to use the word, but it is cute! Wish someone would come out with a couple of these,made tailed etched brass kit would be cool! Guess not too hard to kitbash from a Tomytec... Motorizing, well...

 

I always love to watch the Japanese Crain operators swing cars around in pairs like that. They make it look soooo easy!
