I came across this project in the Nikkei newspaper a couple days ago. It's still in the testing stages, but shows some promise. In this video, RailKingJP and his son visit car 951-1, which is on display across from the Railway Technical Research Institute in Kokubunji, Tokyo. It appears that during the daytime, the car is open to the public, and has displays and a small library inside.
